   II. SELECTION CRITERIA
Determination of the similarity of the experiences will be based on:
Criteria 1 : General experience of the firm and nature of Services: 40 marks
The firm should have a great experience in provision of technical support during project implementation to ensure compliance with development Financial Institutions and operational requirements as well those by the Government, and to enhance project management efficiency.
q Subcriterion 1.1
The consulting firm should have succesfully provide direct technical support to the government institutions to implement urban upgrading and/ or renewal project. The firm will show the expertise in applying funding agencies requirements : procurement guidelines and other key documents as stated in financing agreement including but not limited to environmental and social standards complience, …
q Subcriterion 1.2
The consulting firm should have successfully completed a minimum of two (2) similar projects of similar size and nature (type of activities implemented) involving the provision of technical assistance to implement urban infrastructure projects and/or informal settlement upgrading

Criteria 2 : The technical area and expertise: 50 marks
The consultant should have the technical expertise in the following areas:
q Mentoring project managers, supporting project innovation (piloting Nature based solutions, housing solutions), developing management toolkits,
q Project monitoring, supervision of implementation of infrastructure construction projects (transport and drainage, public spaces, social facilities, affordable housing), contract management, evaluation of implementation of Environmental and Social Management Plans (ESMP) and Resettlement Action Plans (RAPs), and preparation and submission of regular reports as per requirement of Government and development partners (like AFD, WB, EU, …)
q Coordinating activities among project components and assisting various implementing units in preparation of regular progress reports in proper formats and consistency for submission to Government, AFD and other financing institutions.
q Designing and conducting capacity building and institutional strengthening programs, developing and delivering training to staff and their managers.
Criteria 3: The location references: 10 marks
q Subcriterion 3.1: Atleast the one of the completed projects should be in the subsaharian african countries. To be in east african region is an added value


q Subcriterion 3.2: Having a proven experience in Rwanda is an added advantage
An original or notorized copies of good completion certificates issued by the client and related contracts must be attached to prove the accomplished assignments considered relevant to this assignment.
