    The selection of the successful consultant firms shall put into consideration the categorization manual issued by Rwanda Public Procurement Authority (RPPA) and the list of categorized companies allowed to bid for tenders is category B of CONSULTANCY SERVICES RELATED TO BUILDINGS.

Key staff requirements

i. Team Leader: The team Leader should have a bachelor’s degree in civil engineering with at least five (5) years of experience as a Project Team Leader. The team Leader should have performed at least 5 assignments in supervision of construction of building projects as Team Leader as well as having good English writing skills
i. Site Supervisor (Civil Engineer): He/ she must hold an Advanced Diploma or a Bachelor’s degree in Civil Engineering with at least Five (5) years of experience in construction and at least having served as Site Supervisor on 5 assignments in supervision of construction of buildings.
ii. Welding Engineer: He/ she must hold an an Advanced Diploma in Welding with at least 3 years of experience in welding and at least having served in three similar projects (in construction of buildings).

 Degree certificates and CVs duly signed by the respective holder MUST be provided in the proposal. Consulting firms that fulfill the technical requirements and got MTS will pass to the financial stage (evaluation);

EXCEPT Site Supervisor (Civil Engineer) staff who will be permanently based on site, other staff will be required on the site when deemed necessary (for particular and regularly meetings, issues handling, technical, provisional and final reception of works, etc.)
