   Selection Criteria

Determination of the similarity of the experiences will be based on:

 Criterion 1 : The completed contracts size by the Consulting Firm:

Subcriterion 1.1:

The consulting firm should have completed at least two (2) projects for detailed design of hospital building construction projects proven by certificate of good completion with its corresponding contract.

The completed hospital building construction projects should have minimum capacity of 250 beds including the special department/services in the hospital such as operating theaters, Maternity, Neonatology, Pediatrics Internal medicine, Emergency and other polyblock organization.

Subcriterion 1.2:

The consulting firm should have completed at least two (2) projects for supervision of hospital building construction projects proven by certificate of good completion with its corresponding contract.

The completed hospital building construction projects should have minimum capacity of 250 beds including the special department/services in the hospital such as operating theaters, Maternity, Neonatology, Pediatrics Internal medicine, Emergency and other polyblock organization.

 Criterion 2: The nature of the service

The consultant should have experiences in the following subcriteria:

Subcriterion 2.1: Detailed Geotechnical studies;

Subcriterion 2.2: Submission of Inception Report illustrating how the consultant intend to carry out the assignment and the detailed work plans.

Subcriterion 2.3: Detailed engineering design (Architectural drawing, Mechanical, electrical and Plumbing design, Structural design, etc…

Subcriterion 2.4: Assistance in preparation and tendering process to hire the contractor for construction works

Subcriterion 2.5: Assisting the Client in the Construction management and coordination.

Subcriterion 2.6: Supervision of construction works and reporting.

 Criterion 3 : The technical area and expertise

Subcriterion 3.1: The consultant should have expertise in the detailed design of hospital building construction projects

Subcriterion 3.2: The consultant should have expertise in the supervision of hospital building construction projects

Subcriterion 3.3: High Environmental Quality or similar certification standards

Subcriterion 3.4: The consultant should have expertise in the design of health facilities for Gynecology and Obstetrics-related services Including Maternity and Neonatology.


 Criterion 4: The location references

Subcriterion 4.1: The completed consultancy services related to the detailed design of hospital building construction projects should have been conducted in subsaharian african countries; having that experience in Rwanda will be an added value.

Subcriterion 4.2: The completed consultancy services related to the supervision of hospital building construction projects should have been conducted in subsaharian african countries; having that experience in Rwanda will be an added value.

N.B:
The selection of Applicants to be shortlisted shall follow the rules as defined herebelow:

• The Applicant must fulfill at least 11 of the 14 above-mentioned subcriteria to be shortlisted (irrespective of the Criterion) ; otherwise the application will be disqualified. Applicants who fail to fulfill both subcriteria of Criterion 1 will be automatically disqualified.

• The ranking of Applicants is based on the greatest number of subcriteria fulfilled.

• For a Joint Venture, the experiences of all members will be added together for a combined total.

The candidates who are black listed are not eligible (Each candidate will undergo a check of UN, EU, France and World Bank financial sanctions lists).

The local Consulting Firms registered in Rwanda should be classified under Category A in building supervision services. However, a non-categorized foreign company is allowed to bid for this tender but before contract signature, a non-categorized foreign company must provide proof of application for categorization to the state organ in charge of public procurement (Rwanda Public Procurement Authority) certifying that the organ has received the request for categorization."
