On November 30, 2015, the Government of the Kingdom of Morocco concluded a second cooperation program (Compact II) with the United States Government, represented by the Millennium Challenge Corporation (MCC), with the objective to improve the quality of human capital and land productivity.
The budget allocated by MCC to Compact II, which came into effect on June 30, 2017, amounts to 450 million dollars, to which is added a contribution of the Moroccan Government of a value equivalent to at least 15% of the American contribution. The global budget will finance, over a period of five years, two projects, namely "Education and Training for Employability" and "Land Productivity", the implementation of which has been entrusted to the Millennium Challenge Account - Morocco (Agence MCA-Morocco).
By way of this Specific Procurement Notice, Agence MCA-Morocco requests proposals to procure consultant services in two lots as follows:
- Lot 1: Design & supervision of infrastructure
- Lot 2: Design & supervision of environmental and social studies (ESP) projects
More details on these consultant services are provided in the Terms of Reference.
Agence MCA-Morocco invites proposals from legally constituted consulting firms to provide the services.
The Indefinite Delivery-Indefinite Quantity (“IDIQ”) contracts awarded for these Consultancy Services will be active until 30 June 2022. MCA-Morocco intends to award up to 2 IDIQ Contracts for Lot 1 and up to 3 IDIQ Contracts for Lot 2. Consultants awarded IDIQ Contracts pursuant to the RFP will be required, on receipt of a Request for Task Order Proposal, to submit Technical and Financial Proposals for the Task Orders. Task Orders will be awarded on a competitive basis under one of the selection methods in the MCC Procurement Program Guidelines.
For the IDIQ contracts themselves, the Consultants will be selected under the Quality Based Selection (QBS) method, the evaluation procedure for which is described in sections of the RFP in accordance with “MCC Program Procurement Guidelines” which are provided on the MCC website (www.mcc.gov/ppg).

The approximate total budget available for the IDIQ contracts for the 2 lots is USD 3,000,000 (Lot 1: USD 2,100,000 and Lot 2: USD 900,000).
