Reducing Deforestation through Improved Spatial Planning in Papua Provinces, Indonesia

The Department for International Development (DFID) is at the forefront of the UK’s work to end extreme poverty. The UK Climate Change Unit in Indonesia (UKCCU) was established by DFID and the Foreign and Commonwealth Office (FCO) in April 2011 to provide policy, finance and development expertise to help Indonesia meet its national climate change ambitions.
The UKCCU is working with the government, civil society and private companies in Indonesia towards the shared aim of improving governance for forests and land use. Support for improved spatial planning and low carbon development is a key pillar of that work. This work also complements the wider UKCCU cooperation on safeguarding the remaining Papuan forests.

The Department for International Development (DFID) is at the forefront of the UK’s work to end extreme poverty. The UK Climate Change Unit in Indonesia (UKCCU) was established by DFID and the Foreign and Commonwealth Office (FCO) in April 2011 to provide policy, finance and development expertise to help Indonesia meet its national climate change ambitions.
Through its Indicative Nationally Determined Contribution (INDC), submitted to the UNFCCC in 2015, Indonesia has set out an aim of reducing its greenhouse gas emissions by 29 % (equal to 832m tonnes CO2e) by 2030, rising to 41 % with international assistance. Curbing emissions from deforestation and land use change, which account for up to 80 % of Indonesia’s emissions, will be essential to meet this target.
The UKCCU is working with the government, civil society and private companies in Indonesia towards the shared aim of improving governance for forests and land use. Support for improved spatial planning and low carbon development is a key pillar of that work. This work also complements the wider UKCCU cooperation on safeguarding the remaining Papuan forests.
DFID now intends to appoint a Supplier to establish and assume responsibility for management of a Programme Management Unit, through which support for improved spatial planning and low carbon development will be provided
The UKCCU expects the project to improve spatial plan processes and implementation to prevent deforestation and land degradation in Papua and West Papua provinces and help Indonesia deliver its emission reduction commitment through shifting development paradigm towards lower carbon pathways.
The expected outcomes are:
1) Revised and agreed spatial plans for Papua and West Papua provinces with clear distinction of conservation and development areas implemented in an accountable and transparent manner;
2) Better recognition of Indigenous people (ADAT) claims and communal community management of forest in Papua and West Papua spatial plan, translated and formalised into Papua development plans;
3) Secured national supports to protect Papua forest and support Papua provinces in their low carbon development pathway.
The expected impact is sustaining Papua and West Papua forests through improved Papua’s land use system.

The initial contract will run for 40 months with a value of 4 800 000 GBP, with option to extend for 36 month with a value of 4 200 000 GBP.
