requirements specified by the contracting authorities.

the purpose of assigning the activity of neutralising animal waste, a
national public activity, by open auction with pre-qualification - zone
VII, Centru: Alba, Brasov, Covasna, Harghita, Mures, Sibiu.

III.1) Conditions relating to the contract
III.1.1) Personal situation of economic operators, including
requirements relating to enrolment on professional or trade registers:
Information and formalities necessary for evaluating if requirements are
met:
At the open auctions with pre-qualification for the purpose of assigning
the activity of neutralising animal waste - a national public activity -
candidates may be both natural or authorised legal persons, Romanian or
foreign nationality, who do not find themselves under the procedure of
judicial reorganisation or bankruptcy, do not have state budget debts or
debts to the assignor and fulfil the conditions shown in the instructions
regarding the assignment procedure, which is to be acquired with the
specification conditions, according to those stated above.
III.1.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met (if applicable).
Both natural or authorised legal persons can participate in the auction
alone or in association with other natural or authorised legal persons.
In this case, the assignment contract will be signed with all the persons
in the association, which are all held on their on behalf responsible
regarding the obligations assumed in the contract, and in the case that
the association will be closed, the contract will be terminated also.
The association will be for this purpose (auction) and is possible before
participating to the auction. The association with the bidder after the
date of the auction is not allowed.
III.1.3.) Technical capacity: Information and formalities necessary for
evaluating if requirements are met (if applicable).
In the case that one bidder intends to submit offers for more than one of
the regional developing areas, he will submit an envelope for each of
those areas. Each envelope will contain the documents according to
instructions regarding organising the open auction with pre-qualification.
Each of the regional developing areas envelopes will contain the original
of the certified authentic power of attorney that authorises the person
to represent the candidate at the auction.
In this power of attorney must be specified the regional developing area
for which that applies.
Each envelope will have the name of the regional developing area written
on it.
Section IV: Procedure
IV.1) Award criteria: The bidder will specify in the offer the euro/kg
of neutralised animal waste proposed tariffs for the period of the
assignment. This tariff will be compulsory in the case that the candidate
wins the auction.
The royalty, tariff and investment values will be in euro.
The envelopes containing the participation documents and the technical
and financial dibs will be sealed and submitted to the assignor
headquarters - General Manager Office until the closing date specified
above.
